Both figures are air-dry clay (LaDoll, Paperclay) with silk, copper foil and gold leaf. The base is Aves Apoxie Clay over wood. "Sea Maid's Music" refers to lines in A Midsummer Night's Dream. The whole thing is about 20" tall.
She is sea-gorgeous. She seems singing in the midst of a gale, enjoying the stormy winds and rain, and off on the horizon there is a break in the clouds and a golden ray of sunlight.
